[Crm-sig] ISSUE: Scope Note improvements

Dear Christian-Emil,
The procedure we have followed so far is raising issues by e-mail, but discussing
and deciding in meetings, which does not prevent us from discussing also by e-mail.
Please let us know, what you proposal about E3 is.
